Hello,
Please get in touch with your hosting support team and ask them to increase your file upload limit or make the changes in php.ini file for the mentioned parameters if you are working on Localhost.

Maximum PHP file upload size is too small: This is set in php.ini in both upload_max_filesize and post_max_size settings of your PHP settings (located in php.ini and/or .htaccess file).
