Actually, Mootools is needed and is not loaded anymore in Joomla 3.4.8.
You may solve this issue by modifying the file : modules/mod_hexchartpro/elements/chart.php
adding the line : JHTML::_('behavior.framework');
under the line : defined('JPATH_PLATFORM') or die;
